Recommends passage with amendments of H.R. 5318, the U.S.-China Act of
1992, to establish conditions for a Presidential waiver of Trade Act of 1974
Section 402 freedom of emigration requirements to renew People's Republic of
China (PRC) most-favored-nation (MFN) status for an additional 12-month
period beginning in July 1993.
Denies MFN status for exports produced by PRC Government-owned
enterprises unless the President certifies that the PRC has accounted for
and released individuals detained, accused, or sentenced in connection with
the June 1989 Tiananmen Square demonstration, and also certifies that the
Chinese Government has demonstrated progress in addressing certain human
rights, trade, and weapons proliferation concerns.
