Committee Serial No. 102-105. Hearing before the Subcom on Trade to
consider H.R. 5318 (text, p. 4-17), the U.S.-China Act of 1992, to condition
the July 1993 renewal of People's Republic of China (PRC)
most-favored-nation (MFN) status for exports produced by PRC
Government-owned enterprises on improvements by PRC Government in human
rights, trade policies, and measures to prevent weapons proliferation. A
12-month renewal of MFN status requires a Presidential waiver of Trade Act
of 1974 Section 402(d) freedom of emigration requirements.
