the U.S. high-performance computer (supercomputer) industry, and alleged
ineffectiveness of the Administration response.

discrimination against U.S. firms in Japanese Government supercomputer
procurements, and alleged Office of the U.S. Trade Representative efforts to
prevent NASA from excluding Japanese firms from participation in U.S.
supercomputer procurements on national security grounds.
