 Refugee Affairs to consider overriding Presidential Nov. 1989 veto of H.R.
 2712 (text, p. 130-132), the Emergency Chinese Adjustment of Status
 Facilitation Act of 1989, also cited as the Emergency Chinese Immigration
 Relief Act of 1989, to permit students and other nationals of the People's
 Republic of China (PRC) to remain in the U.S., in light of PRC reprisals
 against the pro-democracy movement in the PRC.
   Focuses on H.R. 2712 provisions to waive for PRC nationals Immigration
 and Nationality Act (INA) foreign residency provisions requiring
 nonimmigrant aliens to return home for a two-year period after applying for
 U.S. immigrant status.
   Also examines President's Nov. 1989 directive, issued as an alternative
 to H.R. 2712, instructing the Attorney General to require INS waiver of INA
 foreign residency requirements through administrative proceedings.
