Recommends passage with amendments of H.R. 2212, to establish conditions
for a Presidential waiver of Trade Act of 1974 Section 402 freedom of
emigration requirements to renew People's Republic of China (PRC)
most-favored-nation (MFN) status for an additional 12-month period beginning
in July 1992.
Requires the President to report on improvements in human rights
conditions in China, and on certain changes in PRC trade, weapons
proliferation, family planning, and foreign policies when requesting MFN
status extension in 1992.
