Recommends passage, with an amendment in the nature of a substitute, of
H.R. 4939, to establish conditions for a Presidential waiver of Trade Act of
1974 Section 402 freedom of emigration requirements to renew People's
Republic of China most-favored-nation (MFN) status for an additional
12-month period beginning in 1991.
Requires the President to report on improvements in human rights
conditions in China when requesting an MFN status extension.
