 Recommends passage, with an amendment in the nature of a substitute, of
 H.R. 3724, to prohibit sale of the AEGIS naval shipboard defense weapon
 system to Japan, unless the President certifies that the system would be
 protected from compromise through espionage, and that the sale is the only
 mutually acceptable means of increasing AEGIS-equipped ships in Japan.
