TITLE: Governing International Fishery Agreement Between the U.S. and Japan

Recommends passage, with an amendment in the nature of a substitute, of
H.R. 3674, the U.S.-Japan Fishery Agreement Approval Act of 1987, to approve
the international fishery agreement establishing procedures for fishing off
the U.S. coast by nationals or vessels of Japan. Bill also includes the
following titles:
Title II, the Plastic Pollution Research and Control Act of 1987, to amend
the Act To Prevent Pollution from Ships to implement Annex V of the
International Convention for the Prevention of Pollution from Ships,
prohibiting disposal of plastic and other garbage at sea.
Title III, the Marine Science, Technology, and Policy Development Act of
1987, in the following subtitles:
National Sea Grant College Program Authorization Act of 1987, to amend the
National Sea Grant College Program Act and the Sea Grant Program
Improvement Act to authorize FY88-FY90 appropriations for NOAA National
Sea Grant College and Sea Grant International Programs providing grants
to colleges and universities for marine resources research, advisory,
and education programs.
Great Lakes Shoreline Mapping Act of 1987, to authorize FY88 appropriations
for a Great Lakes mapping project by NOAA.
Title IV, the Driftnet Impact Monitoring, Assessment, and Control Act of
1987, to amend the Fishery Conservation and Management Act to:
a. Direct Commerce Dept to monitor and report on adverse environmental
effects of foreign nations driftnet fishing operations within and beyond
the U.S. 200-mile fishery conservation zone.
b. Require negotiation of monitoring and enforcement agreements with
foreign governments whose nationals use driftnets.
c. Allow the U.S. to embargo products from nations refusing to cooperate
with U.S. driftnet monitoring and enforcement programs.
Title V, to amend the Merchant Marine Act to revise regulation of barge
transportation in U.S. waters.
Title II is related to H.R. 940. Title III is related to H.R. 3017. Title
IV is related to H.R. 3584 and three other bills.
