 Recommends passage of S. 2610, the Philippines Assistance Act of 1986, to
 amend the International Security and Development Cooperation Act of 1985 to
 authorize FY87 and supplemental FY86 appropriations for economic and
 military assistance to the Philippines.
   Includes provisions to express the sense of Congress that the President
 consider appointment of a special coordinator to formulate and implement
 U.S. programs for the Philippines; and that the President examine the
 feasibility of temporary suspension of Philippine payments on debt owed to
 the U.S.
