 "To amend the Stevenson-Wydler Technology Innovation Act of 1980 for the
 purpose of improving the availability of Japanese science and engineering
 literature in the United States, and for other purposes."
 Directs Commerce Dept to establish a program, through the National
 Technical Information Service, to monitor Japanese technical developments
 and to coordinate with other Federal departments the acquisition and
 translation of selected Japanese technical reports and documents that may be
 of interest to Federal and business researchers.
