 implications for U.S. foreign and military assistance policy toward the
 Philippines following charged vote fraud in the Feb. 7 Philippine
 presidential election resulting in reelection of President Ferdinand Marcos.
   Includes transcript (p. 98-103) of Feb. 20 subcom markup session on H.R.
 4198 (text, p. 120-123), to require that U.S. military and development
 assistance funds for the Philippines be withdrawn and held in a trust fund
 until the President certifies that a legitimate government with popular
 support has been established in the Philippines. Amended bill (amendment
 text, p. 124-129) was favorably reported.
   Full Committee Member Dan Burton (R-Ind) participates in questioning
 witnesses.
