 Recommends passage, with an amendment in the nature of a substitute, of S.
 1073, the Japanese Technical Literature Act of 1985, to amend the
 Stevenson-Wydler Technology Innovation Act of 1980 and the National Bureau
 of Standards Authorization Act, FY86 to direct the Commerce Dept to
 establish a program to increase the availability of Japanese scientific and
 technical literature to U.S. businesses.
