Recommends passage of H. Con. Res. 107, to express the sense of Congress
that the President should develop a plan to reduce the U.S. trade deficit.
Also requires the President to determine if Japan has taken sufficient
action to eliminate unfair barriers to U.S. exports, and requires the
President to seek fair and equitable access to Japanese markets.
