Recommends passage, with an amendment in the nature of a substitute, of
H.J. Res. 404, to express approval for proposed Agreement for Cooperation
Between the U.S. and China Concerning Peaceful Uses of Nuclear Energy,
signed July 23, 1985, and negotiated under terms of the Nuclear
Non-Proliferation Act of 1978.
Resolution includes provisions to require Presidential certification and
reports to Congress regarding nuclear nonproliferation prior to issuance of
nuclear export licenses or retransfer approvals.
