Report, by Lewis Gulick et al., of a staff study mission to Thailand,
Bangladesh, India, and Pakistan in Nov.-Dec. 1977, to assess administration
of Foreign Assistance Act programs, particularly agricultural rural
development and family planning aid. Analyzes each country's current
economic problems and development policies, and evaluates administration of
AID and P.L. 480 programs in light of Congressional "New Directions" mandate
requiring foreign assistance to be channeled to critical problems affecting
the poorest population groups.
Also considers status of Cambodian and Vietnamese refugee problem in
Thailand.
