Continuation of hearings before the Subcom on International Organizations
on U.S.-Korean relations, in this volume to investigate Korean Central
Intelligence Agency (KCIA) activities in the U.S.
Focuses on KCIA 1976 Plan for Operations (text and English translation,
p. 106-138), a series of actions and activities allegedly aimed at
influencing American public opinion and policy through:
a. Offers of gifts to Members of Congress, and other U.S. Government
officials.
b. Offers of trips and research grants to prominent Korean specialists in
the U.S., and funds to promote Korean area studies programs in major
universities.
c. Intimidation of uncooperative Korean residents in the U.S.
Witnesses testify to authenticity of 1976 plan through personal accounts of
their contacts with Republic of Korea (ROK) Government officials and
citizens.
Nonwitnesses frequently discussed in this volume are identified below:
a. Gen. Hyung Wook Kim, former director, KCIA; testified before House
Committee on Standards of Official Conduct, Oct. 21, 1977, on personal
involvement in ROK plan to influence U.S. politicians (for summary, see
H741-1.4).
