Transmittal and request for approval of international fishing agreement for
1978-82 between U.S. and Japan signed Mar. 18, 1977. Agreement, negotiated
in accordance with the Fishery Conservation and Management Act of 1976
provides for conservation and management of fishing resources of mutual
interest and establishes principles and procedures for Japanese fishing
within 200-mile U.S. fishery conservation zone.
