Hearings before the Full Committee and its Special Subcom on Investigations
on the military and political situation in Southeast Asia, including
progress and outcome of U.S. evacuation from Cambodia and Vietnam, and
humanitarian relief for Indochina refugees. Hearings are arranged as
follows:
Part I (p. 1-240), Vietnam evacuation and humanitarian assistance programs.
Part II (p. 241-531), the Cambodia-Vietnam debate.
Part III (p. 533-620), Vietnam evacuation, testimony of Graham A. Martin,
former ambassador to South Vietnam. Testimony has been published as a
separate volume (for complete summary, see H461-34).
Part IV (p. 621-684), Cambodia evacuation, testimony of John Gunther Dean,
former ambassador to Cambodia.
Hearings on Apr. 15 and 16 briefly consider the following Administration
bills:
H.R. 5960 (text, p. 213), to liberalize restrictions on funds for military
operations in Indochina in order to provide military support for
evacuation operations.
H.R. 5961 (text, p. 213), to authorize additional economic assistance for
South Vietnam for humanitarian purposes.
Includes transcripts (p. 337-394, 407-426) of Committee consideration of
amendments to the Foreign Assistance Act of 1961, including H.R. 2704 (text,
p. 407), to authorize funds and establish cutoff dates for military aid to
Cambodia.
