 alleged mismanagement of Federal public works projects in the TTPI.
 Evaluates administrative problems and procedures regarding construction,
 operation, and maintenance of: water supply and sanitation systems; roads;
 airfields; hospitals and clinics; schools; port facilities; and shipping and
 air transport systems.
   Includes brief history of TTPI administration and public works
 development (p. 1-4) and a foldout map depicting current jurisdictional
 boundaries within TTPI.
   Appendices (p. 57-343) contain correspondence, documents from
 construction contract files, inspection reports, and staff summaries which
 indicate widespread engineering and management irregularities involving
 numerous projects, companies, and Government liaison offices.
