Report of the Ad Hoc Subcom on International Narcotics Control on the
special Dec. 27, 1974 through Jan. 12, 1975, study mission to SE Asia led by
Representative Lester L. Wolff (D-NY), to investigate narcotics production,
refining, trafficking, and consumption patterns. Identifies known drug
smuggling networks, focusing on the opium harvest emanating from the "Golden
Triangle" of Burma, Thailand, and Laos, and eventually entering the
continental U.S. illicit heroin market.
Includes outline and commentary on the Shan opium proposal (text, p.
11-12) to arrange U.S. Government preemptive buying of the Shan opium crop.
Also evaluates Southeast Asian nations efforts to monitor and control
illegal drug trafficking at its source.
Appendices (p. 37-51) include tables summarizing U.S. international
narcotics control activities and expenditures.
