 Recommends passage with amendments of H.R. 11796, to provide for the
 duty-free entry of an optical telescope, laboratories, equipment, and
 installation necessary for the Canada-France-Hawaii Telescope Project.
   Also includes two unrelated amendments, to suspend through FY76, the duty
 on zinc bearing ores, waste and scrap; and to amend gift exemption
 provisions of the Tariff Schedules to prohibit the duty-free importation by
 non-residents of alcoholic beverages and cigarettes for gift purposes.
