Contains two recently declassified personal reports to Presidents Kennedy
and Johnson on 1962 and 1965 missions by Senator Mike Mansfield (D-Mont) to
Southeast Asia.
Report No. 1 (p. 1-14), dated Dec. 18, 1962, evaluates effectiveness of
Saigon government and of U.S. military and economic aid; assesses political
postures in SE Asia, and vis-a-vis the U.S., of Laos, Cambodia, Thailand,
Burma, Malaysia, and Communist China.
Report No. 2 (p. 15-33), dated Dec. 17, 1965, discusses current status of
and outlook for conflict in Vietnam; effects of, and advisability of
increased U.S. military involvement; and attitudes of Asian and other
foreign governments, with emphasis on the Chinese and Soviet positions, on
possible escalation of the conflict.
