Central to the alleged plan is Tongsun Park, a Korean businessman residing in the U.S., charged with convincing the Korean Central Intelligence Agency (KCIA) to make him exclusive agent in Korean Government purchases of rice from American sellers, and allegedly using "sales commissions" from rice sales for cash payments to Congressmen to create a more favorable atmosphere for South Korean interests.
